Minutes of Meeting
April 16, 2013  

Members present:  Jeff Jordan, Mike Paveglio, Richard DeBold
Others present for all or part of the meeting:  Nancy Tanner (Town Administrator), Philip Hitchcock, Ann Davis, Alan Quimby, Lucille Noel, Donna Chagnon, Allen Mayville, Thomas Houle, Terry McCormick, John Martell, Betty Bogdan, Jason Weir, Kelly McFarland, Dave Colbert

Chairman Jordan opened the meeting at 7:00pm.  

Appointments

Kelly McFarland: Ms. McFarland requested a non-public session to discuss a personal financial matter.  

Mr. Jordan made a motion seconded by Mr. Paveglio pursuant to RSA 91-A:3 II (c) to go into a nonpublic session.  Roll call vote was unanimous.

Pursuant to RSA 91-A Mr. DeBold made a motion seconded by Mr. Paveglio to exit the nonpublic session at 7:25.  Roll call vote was unanimous.  

The minutes of the nonpublic session were sealed indefinitely.

Other Business

Road Projects:  Terry McCormick (Road Advisory Committee) reported that the bid specifications for the Road Projects have been completed by the Road Agent.  The Committee will be meeting on April 29th and would like feedback from the Board on the specifications.   There is a requirement in the specs for the contractor to be bonded.   There was a discussion regarding the finish date.  There was a discussion about the standards for road building and that they should be the same whether the Town does its own work or if it is done by a contractor.

The Road Advisory feels having an engineer do the specs would be costly and cause the project to be over budget.  They do plan on hiring a testing company to make sure everything is to specifications.  

Roadside clean-up:  Donna Chagnon asked about roadside clean up.  Jeff Jordan will follow-up.

Tax Deeded Properties:  Dave Colbert wanted to know if the Board had any questions for him as he heard there may have been some.  Mr. DeBold said the only thing he wondered about was how one of the owners knew to come in the next morning before the deed was recorded to pay their taxes and how Mr. Colbert knew that the property deeding would be discussed on the night that it was.  Mr. Colbert replied that he makes it a point to ask for the tax information which is all public information because as part of his tenant’s park agreement they agree to stay current on their taxes.  This was followed up by a brief discussion of the decision to accept the deeds on that night.

Mayflower Drive:  Mr. Paveglio reported that three photographs were sent to him.  These contained pictures of what appeared to be the Town’s highway truck on Mayflower Drive with a load of gravel like material in the back; a photo of a pile of gravel like material on Mayflower Drive; and a photo of the Town Truck leaving Mayflower Drive empty.  Mr. Paveglio was at work so he called Mr. DeBold to see if he could take a look at Mayflower Drive.  Mr. DeBold said that he got to Mayflower around 1pm and he saw what looked like a fresh load of material.  He then went to the shed to talk to Jim about it.  Gil Vien was there and told Richard that Jim was not working on that day.  Mr. DeBold asked Gil if he knew anything about the situation and Gil said that he had taken a load of logs down there, but said nothing about gravel.  Mr. Paveglio pointed out that the Road Agent has stated that any ditchings or wood was to be brought back to the shed.  There was a discussion started by members of the public about whether or not this is theft.  Several members of the public felt it was. Some questioned whether this was a police matter.  Last year’s incident on Mayflower Drive was also mentioned (Sept 2012).  The Board was criticized for allowing it to happen again. Mr. DeBold stated that the matter needs to be looked into.  Mr. Paveglio ended the discussion by saying that the Board will not discuss confidential employee matters in a public meeting.

Policies:  Mr. Paveglio has made some suggested changes to the hiring policy and purchasing policy. The other Board members will review them and discuss next week.

Highway:  There was a question as to why the pot holes are being filled with sand.  The Road Agent will need to be asked that.

Tax Deed:  Nancy reported that the taxes for Map 10 Lot 11-10 have been paid.  Mr. Paveglio made a motion seconded by Mr. Jordan to rescind the vote to take the deed for Map 10 Lot 11-10.  Motion passed.

Heritage:  The Heritage Commission is asking for permission to photograph historical buildings.  Mr. Paveglio made a motion seconded by Mr. DeBold to allow the commission to photograph Town owned buildings.  Motion passed.

Appointments:  Mr. Jordan made a motion seconded by Mr. DeBold to appoint Richard Moore to the Planning Board with a term expiration of 2015.  Mr. Paveglio asked about his attendance.  Motion passed.


A motion by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 9:00.  Motion passes.
